For you
For this is not said by God to all the people, but only to Moses and Aaron. It is not written: "And God said to the people: This month is for you the beginning of months; it is first for you among the months of the year." It is written: "And the Lord said to Moses and Aaron in the land of Egypt, saying: This month is for you the beginning of months; it is first for you among the months of the year." Then he adds: "Speak to all the congregation of the sons of Israel, saying: On the tenth of this month let each take a sheep."
