Inescapable evils; iron collar; prayer blocked

He has surrounded me with inescapable evils, having set upon my neck a harsh and embittering people and a burden greater than according to me. And I was not heard to be lightened, though having prayed many times; for circumstances sometimes prevent the holy ones from being heard. And he would also mean a yoke and the iron collars, which instead of wooden ones by God’s command he put around himself; for a writing is also current: “for he made heavy the bronze of my neck.” For he blocked my prayer also having said to him: “do not pray about them; for I will not hear you.”
