Cap. IX Sol: willing to save anyone if he believes is not decreeing to work faith in everyone — Remonstrants confuse the two; conditional will = faith-salvation nexus

So let the Remonstrants, who press this everywhere, understand: it is one thing seriously to will to save anyone if he believes, another to decree to work in anyone so that he believes. God can will the first without any simulation, even while for some he has decreed not to will the second in their reprobation. One passing note: when we say God wills to save anyone if he believes, by that conditioned will we mean only God's eternal inviolable ordination of the indissoluble bond of faith and salvation — for which bond the promise If you believe, you will be saved holds true of any elect or non-elect person. God's will is not thereby pictured as hanging uncertain over a non-elect man's salvation; such speech only affirms that if the faith-condition were set in the object, God would also actually will to save that person — enough to shut out the simulation they try to pin on God.
